The Royal Mail have changed the way you send your goods internationally.

From 1st July 2023, Royal Mail announced changes to the way goods are sent via their international services. International letters, large letters, small parcels & printed papers containing goods, commercial samples or merchandise (non-personal correspondence) will require electronic advanced data of sending (also referred to as pre-advice), in addition to the CN22 or CN23 to meet the Import Control System 2 (ICS2) EU regulation being enforced. Items containing goods that do not have mandatory data fields completed will be at risk of being delayed, returned, or even destroyed.

If you are wishing to use a International Tracked, Signed or Tracked & Signed service, your franking machine cannot produce any tracking to support these services. As a result, you again will require to use an electronic alternative which allows you to continue to use these services and provide tracking information.

Services still available through your franking machine

There are some Royal Mail International services that you can still use through your franking machine providing you are sending personal correspondence that does not require electronic advanced data, providing these items do not contain any goods, commercial samples & or merchandise. The services that you can process your through franking machine and are accepted by Royal Mail are the following:

  • International Standard Large Letters (providing the item does not contain any goods or merchandise)
  • International Printed Papers
  • International Economy Letters
  • International Economy Large Letters (providing the item does not contain any goods or merchandise)

When sending mail internationally, it is vital that your letters and parcels are franked correctly and accurately to ensure your item or items are delivered to the correct address. For sending items larger than the specified size and weights below, please use Parcelforce Worldwide.

Minimum Letter & Parcel sizes

  • Minimum letter size: Not less than 9cm x 14cm.

  • For rolls length plus twice the diameter: 17 cm, but the length may not be less than 10cm.

Sending books

  • You can send books and pamphlets (meaning any papers ‘bound’ together) that weigh up to 5kg – see exceptions below.
  • Items that weigh between 2-5kg and contain books or pamphlets must be marked as ‘Printed papers’ in the top left hand corner on the front of the parcel. You shouldn’t include personal correspondence with these items.

Exceptions - Printed Papers

  • Ireland: only books can be above 2kg.
  • Canada: no items can be above 2kg.
  • Cambodia: no items can be above 2kg.

Top franking tips for sending mail internationally

Take a look below at our tips for ensuring your international mail is sent securely and efficiently with the Royal Mail.

The first and most important tip to remember when sending mail internationally is ensuring the address is clearly written out in full. You must always include the destination zip code and the destination country in English. The country must be written on the final line of the address and in CAPITALS rather than using abbreviations. A complete list of these abbreviations can be seen here. Please also check the size and weight restrictions for the country you are sending to prior to posting.

Remember to always include your UK return address on all mail you send so that should the item fail to be delivered, it can be returned back to you, free of charge. 

Always ensure that you are using the latest and correct postage rates/tariff when sending any item internationally (or nationally). If you are sending an item to the Republic of Ireland, you will need to use international postage rates. Underpayment can cause delays to delivery. There are some items that the Royal Mail are prohibited to send internationally. These items are either completly prohibited or have some level of restriction when sending. Find out more about prohibited and restricted items here.
You should always ensure your packaging is best suited for the contents of your item that you are sending. Packaging materials should protect the items enclosed from damage and be fastened securely to avoid them coming undone in transit. View our range of packaging here to see if we can help you.
If you need to send money via the Royal Mail, use a postal order or personal cheque – avoid posting coins.

You will need to fill out a customs declaration form if you’re sending items (including gifts) to a country outside the UK. Except when sending items from Northern Ireland to the EU, where no customs declarations are required for sending gifts or goods.

You will need to complete a customs declaration (either CN22 or CN23) for gifts and goods sent abroad. Items sent without a customs declaration or an incorrectly or partially completed declaration may be delayed or returned to sender. Find out more about customs declaration and sending items abroad.

How to address your mail (Clear addressing)

These guidelines will help show you the best way to address your mail for faster and more reliable delivery when sending mail abroad. You can use these tips also when sending mail within the UK

You must always write the address clearly on the front of your items following our clear addressing guide lines. Always include a postcode when you can.

Addressing your item

  • The name and address go on the bottom left corner of the front of the envelope or parcel.
  • Use a clear and easy to read hand writing (or font if you are printing the address).
  • Use a pen or ink that is clear against the colour of the envelope or parcel.
  • Left align the text (no centred or ‘stepped’ lines).
  • No commas or full stops.
  • Leave a generous margin around the address.
  • Place the correct postage on the top right.
To protect you and the recipient’s privacy please don’t include telephone numbers or email addresses on the outside of your item.

Germany has strict rules about receiving mail, which, if ignored, may result in your mail being returned to you with no attempt at delivery. When addressing mail to Germany, always:

  • Use the new five-digit postcode (using an old four-digit postcode will cause delay).
  • Put the postcode before the town name.
  • Put the house number after the street name.

Prohibited & restricted items

In order for UK businesses to comply with international regulations governing the carriage of mail, and ensure that mail in transport does not present a danger to the general public, Royal Mail do restrict or prohibit certain items from being sent via post.

Prohibited items must never be sent in the post.

Restricted items may be sent in the post, but restrictions will apply. Items can be restricted due to packaging, volume, quantity, labelling or the product that can be used. These conditions must be met when posting Internationally.

In addition, there are a number of countries and international organisations, including the United Kingdom and the European Union, who impose certain restrictions, also known as sanctions, on what you can send to certain individuals, organisations or countries. Please remember that it is your responsibility to check the list of prohibited and restricted items as well as any applicable packaging, volume, quantity, labelling and product restrictions that apply prior to posting any item internationally. In order to comply with aviation security regulations, items destined for air transport will go through certain aviation security controls. There may be instances where Royal Mail cannot clear certain items and these will be returned to the sender if it is safe to do so. Please note consequential loss cover is not available when posting any restricted items.

Failure to comply with Royal Mail prohibitions and restrictions may affect your ability to claim compensation.

Posting prohibited goods or restricted goods (where you do not comply with the relevant terms and conditions), could result in prosecution.

If you send prohibited goods or restricted goods (and you do not comply with the relevant terms and conditions), Royal Mail may deal with the goods as they see fit, including but not limited to, disposing of the parcels concerned (in whole or in part).

Aerosols for toiletry or medicinal purposes (including deodorants, body sprays, hair sprays, shaving and hair removal creams and medicinal aerosols for prevention or cure such as flea sprays).

Alcoholic beverages and liquids containing more than 70% alcohol by volume (ABV) – International destinations – Not allowed in the mail.

Alcoholic beverages and liquids containing more than 24% but not more than 70% alcohol by volume (ABV) (including whisky, vodka and most spirits and liqueurs) – International destinations – Not allowed in the mail.

Alcoholic beverages and liquids containing 24% alcohol by volume (ABV) or less (including beer, ale, cider, wine, fortified wine, champagne) – International destinations – Allowed in the mail, with restrictions and packaging guidelines below:

  • Volume should not exceed 1 litre per item.
  • No more than two items in any one parcel.
  • Wrap in polythene and seal with tape.
  • Surround with absorbent material such as newspaper and sufficient cushioning material to protect each item from breakage.
  • Mark as ‘FRAGILE’ when sending glass bottles.
  • The sender’s name and return address must be clearly visible on the outer packaging.
  • Returns can only be sent using Royal Mail Tracked Returns® and Royal Mail Special Delivery Guaranteed Returns®. All variants of Business Response and Freepost are excluded.

“Knives” or “Blades” defined by s141A Criminal Justice Act 1988 or ‘Bladed Products’ as defined by s41 of Offensive Weapons Act 2019 may be sent. Such items include, but are not limited to, any knife or knife blade, including cutlery knives, bread knives, knives that can be used for hobbies and trades (for instance, utility knives and snap-off cutters, gardening, camping, bushcraft and farming tools with a blade or any other trade tool that could commonly be described as a knife), butcher knives (including meat cleavers), felling axes, razor blades – International destinations – Allowed in the mail, with restrictions and packaging guidelines below:
  • Package appropriately so items present no risk to employees, other postal items or recipients.
  • Wrap heavy cardboard around sharp edges and points, strong enough to ensure that the contents do not pierce the outer packaging.
  • Wrap each item with cushioning material and place in a suitable outer container such as a padded envelope.
  • The sender’s name and return address must be clearly visible on the outer packaging.
  • Marked to clearly indicate a bladed item is enclosed.

CBD products containing more than 0.2% of THC (Tetrahydrocannabinol) International destinations – Not allowed in the mail.

  • Items must be securely closed and placed in a leak-proof inner liner, such as a sealed polythene bag and in a leak-proof outer.
  • If sending more than one item, surround with absorbent material such as newspaper and sufficient cushioning material to protect each item from damage.
  • Mark as “FRAGILE” when sending glass bottles.
  • The sender’s name and address must be clearly visible on the outer packaging.
  • Returns can only be sent using Royal Mail Tracked Returns® and Royal Mail Special Delivery Guaranteed Returns®. All variants of Business Response and Freepost are excluded.
International destinations – Allowed in the mail, with restrictions and packaging guidelines below:
  • Can only be sent in their made-up form and in their original retail packaging.
  • Returns can only be sent using Royal Mail Tracked Returns® and Royal Mail Special Delivery Guaranteed Returns®. All variants of Business Response and Freepost are excluded.

International destinations – Not allowed in the mail.

Substances which can cause severe damage to living tissue, other freight or transport by its chemical action including aluminium chloride, caustic soda, corrosive cleaning fluid, dyes, acids, corrosive paint and rust removers, mercury and gallium metal.

Any chemical compound, mixture or device capable of producing an explosive or pyrotechnic effect with substantial instantaneous release of heat and gas is prohibited e.g. ammunition, blasting caps, fireworks, flares, fuses, igniters and nitro-glycerine.

This includes mixtures of liquids or liquids containing solids in solution or suspension which give off a flammable vapour. Any liquid with a closed cup flash point below 60.5° C is prohibited e.g. acetone, benzene, cleaning compounds, gasoline, lighter fuel, paint thinners and removers, petroleum and solvents certain alcoholic beverages, perfumes and aftershaves, varnishes and enamels including nail varnish.

Solid materials which are liable to cause fire by friction, absorption of water, spontaneous chemical changes or retained heat from manufacturing or processing, or which can be readily ignited and burn vigorously e.g. adhesives, calcium carbide, cellulose nitrate products, fire lighters, matches, metallic magnesium, nitro-cellulose based film, phosphorous, potassium, sodium, sodium hydride, zinc powder, zirconium hydride.

Gases that are compressed, liquefied or dissolved under pressure, permanent gases which cannot be liquefied at ambient temperatures, liquefied gases which become liquid under pressure at ambient temperatures, dissolved gases which are dissolved under pressure in a solvent.

  1. All flammable compressed gases are prohibited e.g. blowlamps; butane; lighters and refills containing flammable liquid or gas; ethane; gas cylinders for camping stoves; hydrogen; methane and propane.
  2. All toxic compressed gases are prohibited e.g. chlorine; fluorine etc.
  3. All non-flammable compressed gases are prohibited e.g. air bags; scuba tanks, carbon dioxide; fire extinguishers; neon and nitrogen.
  4. Empty cylinders that are sealed so that residual gas under pressure are prohibited, only those cylinders which are open to the atmosphere for inspection are permitted.

Firearms must not be loaded. Air weapons with an integral gas cylinder that are de-pressurised can only be accepted. Air weapons with gas cylinders that are pressurised are prohibited. Air weapons with a pressurised removable gas cylinder which is still attached are prohibited.

  • Must be packed in rigid outer packaging suitable for the gun size and weight, for example a fibreboard box, with sufficient inner packaging to prevent movement during transport.

  • Volume per item for all international destinations and the Channel Islands and Isle of Man should not exceed 150ml.

  • All items must be new and unopened with the seals intact.
  • All tins of paint , wood varnishes and enamels must be sealed tightly, using paint tin clips or reinforced parcel tape or duct tape, applied in two directions, to securely hold the lid in place.
  • All items (tins, tubes and bottles) must be wrapped with bubble wrap and secured with parcel tape.
  • All items (tins, tubes and bottles) must be placed into in a leak-proof liner, such as polythene bag with a cable tie to secure it closed or a Ziplock bag. This is to ensure any inadvertent leakages will stay inside the bag.
  • All items must be placed in a double wall cardboard box. Empty spaces must be filled with cushioning material (to keep the items from moving around) and the box must be sealed securely with parcel tape.

International sanctions

UK businesses regularly send mail internationally. However, numerous countries and international organizations, including the United Kingdom and the European Union, enforce restrictions, known as sanctions, on sending items to specific individuals, organizations, or countries.

Sanctions can vary but typically aim to prevent the transfer of certain goods, services, finances, and knowledge to designated recipients.

It is your responsibility to ensure that the item you intend to send does not violate any sanctions regulations. If you breach these rules, Royal Mail may handle your postal items in various ways, including disposing of them. Additionally, you may be subject to investigation by the relevant authorities.

If you are sending mail from the United Kingdom, the UK Government’s dedicated sanctions website http://www.gov.uk/guidance/uk-sanctions provides all of the useful information you require, including links to relevant information, published by the United Nations (UN) and the European Union (EU).

In recent years, the following countries have been subject to sanctions. However, this list frequently changes, so you should verify the current status of a country before sending any items.

Afghanistan, Azerbaijan, Armenia, Belarus, Burma (Myanmar), China, Democratic Republic of Congo, Egypt, Eritrea, Republic of Guinea (Conakry), Guinea-Bissau, Haiti, Iran, Iraq, Ivory Coast, North Korea, Lebanon, Liberia, Libya, Russia, Sierra Leone, Somalia, South Sudan, Sudan, Syria, Tunisia, Ukraine (Crimea/Sebastopol), and Zimbabwe.

Countries under sanctions have specific restrictions on sending certain types of goods, particularly those that can be used for military or dual-use purposes. If you are sending items to any of these countries, you must ensure that the items comply with the regulations.

The UK Government maintains a list of individuals and organizations (such as banks, utility companies, or terrorist groups) that are subject to sanctions recognized by the UK, including those from the EU and the UN.

Dealing with these “designated” individuals and organizations, such as sending money or goods to them, is generally prohibited. These individuals and organizations are often linked to or based in the countries mentioned previously, but they can also be located anywhere in the world, including the UK. If you intend to send items to a designated individual or organization, you should seek specialist advice.
